The easiest way to find this quaint little highland town is to head north from Chorrol. It is on the path to Cloud Top, a location you need to travel to during the Joining the Mages Guild quest in vanilla Oblivion. You come here during A Traitor in Brise , a part of the Spies LIke Us chain quest.
